CIPHER
Covert Identity Provisioning, Hardening & Engagement Records

One platform.
Every identity type.

Ledgr Systems CIPHER gives investigators, detectives, and specialized units a single secure platform to create, track, and manage multiple identity types. Real identities, cover identities, and digital identities. Every record, every document, every access event is logged, encrypted, and auditable.

Built for homicide, vice, narcotics, and internet crimes units from the ground up. Deployable to secure cloud environments or your existing on-premise infrastructure. Whatever your department's IT policy requires.

CIPHER is being developed with CJIS Security Policy requirements in mind, designed from the start to align with the standards your department already has to meet.

Designed for
Homicide Units Vice & Narcotics Task Forces ICAC / Internet Crimes Detectives Undercover Operations
Identity Lifecycle
Create, manage, and retire real, cover, and digital identities with full history and linked supporting documents.
Encrypted Storage
AES-256-GCM encryption for credentials, PINs, and sensitive operational data. TOTP-protected access.
Access Control
Granular RBAC with per-user permission overrides. Role-based access maps directly to your unit structure.
Chain of Custody
Immutable audit trail on every record. Checkout and check-in custody tracking for physical assets.
Cases & Operations
Link identities to active cases and operations. Track CI records, subjects, and briefings in one place.
Reporting & Export
Generate PDF reports and export records for court, supervisory review, or interdepartmental sharing.
PHANTOM
Covert Browser Workspace Platform

Go dark.
Stay in control.

Ledgr Systems PHANTOM gives undercover operators an isolated, hardened browser workspace that routes through geo-targeted residential IPs — so the identity they're running looks real to every platform they touch.

Every session is contained. Every action is logged. When the session ends, PHANTOM generates a chain-of-custody PDF with screenshots, egress IPs, and a full activity record — ready for court or supervisory review.

PHANTOM integrates directly with CIPHER. Check out an identity, launch a workspace in the right geo, run the operation, and close it clean.

Designed for
Undercover Operations ICAC / Internet Crimes Vice & Narcotics Human Trafficking Units Task Forces Social Media Investigations
Isolated Workspaces
Each session runs in its own containerized stack — browser and egress fully separated. Nothing persists to disk. Session ends, workspace is gone.
Geo-Targeted Residential Egress
Route sessions through residential IPs in 29 US state-level locations. The persona's browser looks like it's coming from where it's supposed to be.
Identity-Pinned Sessions
Each persona is pinned to a location and browser fingerprint on first use. Every subsequent session opens in the same geo and profile — same account, same IP region, every time.
Chain-of-Custody Reports
Session close triggers a PDF report: egress IP, screenshots with SHA-256 integrity hashes, full activity log, and operator metadata. Court-ready by design.
Supervisor Dashboard
Supervisors can monitor active sessions, extend or shorten session time, issue warnings, or revoke access — all in real time without touching the workspace.
CIPHER Integration
PHANTOM connects directly to CIPHER for identity handoff. Check out a persona, launch its workspace, and push session data back — one workflow, two platforms.
Cloud-Native, Security First
Built to run in secure, isolated cloud environments with encryption in transit and at rest, and zero-trust principles baked in.

Failure Is Not an Option
We built CIPHER for environments where mistakes have real consequences. Security, auditability, and reliability are not features. They are the foundation.
